莫斯科周四表示，如果瑞典和芬兰加入北约，俄罗斯将不得不加强其在波罗的海的防御——包括潜在的核升级。

据路透社报道，俄罗斯安全委员会副主席、俄罗斯前总统德米特里·梅德韦杰夫说：“不能再谈论波罗的海的无核地位了——必须恢复平衡。”

他补充说：“直到今天，俄罗斯还没有采取，也不会采取此类措施。如果我们被迫出手，那么……请注意，这不是我们提出的。”
