MOSCOW—Russian President Vladimir Putin ordered reservists to mobilize and hinted that he would consider using nuclear weapons in the conflict, escalating the war in Ukraine following stinging losses on the battlefield and drawing harsh criticism from President Biden and a call for just punishment from Ukrainian President Volodymyr Zelensky.
“Russia will use all the instruments at its disposal to counter a threat against its territorial integrity—this is not a bluff,” Mr. Putin said in a national address that blamed the West for the conflict in Ukraine, where he said his troops were facing the best of Western troops and weapons. |

( Watch) Russia is moving to annex occupied lands in a bid to stop Ukraine’s advance. Russian-controlled parts of the Donetsk, Luhansk, Kherson and Zaporizhzhia regions of Ukraine said they would hold three-day votes on joining Russia starting Friday. A Kyiv offensive in the annexed areas would allow Russia to claim an attack against its own territory, raising the threat of further escalation in the conflict.

President Biden will renew his calls for world leaders to oppose Russia’s war in Ukraine as he addresses the U.N. General Assembly today. Mr. Biden is also expected to announce a major boost to U.S. food aid as world leaders seek to address what they fear will be a prolonged period of food insecurity linked to the war.
